Celoxis publishes its prices, which is more than most — and then puts portfolio management, costing, billing and the Jira and Azure DevOps connectors behind different tiers, so a real PMO ends up on the $45 seat regardless of headcount. PPM Express is one flat published price for unlimited users, live in 15 business days, on terms your procurement team can verify.
Celoxis lists Core at $10, Essentials at $25, Professional at $35 and Business at $45 per full-access user per month, prepaid annually, with a five-user minimum. The gating is capability rather than volume: resource planning starts at Essentials, risk and intake at Professional, billing, client portal and advanced security at Business — and the Jira, Azure DevOps, QuickBooks and Zapier connectors stay paid add-ons on every plan below Enterprise. A PMO that wants genuine portfolio management is on Business or Enterprise whether it has 50 people or 500. At 250 full-access users, Business lists at $135,000 a year.
Celoxis is a capable, well-priced project and portfolio tool — that’s not the argument. The argument is that every person who needs to see something meaningful has a price attached, and the capability a PMO actually needs sits at the top of the ladder. At 250 users, Celoxis Business lists at $135,000 a year if everyone is a full-access seat, or about $87,600 on a realistic mix of Standard, Team-Member and Timesheet seats — against $25,000 flat for PPM Express. Even on the conservative blended figure that is 3.5× our price, and break-even is around 46 full-access users. The difference isn’t the rate; it’s that we don’t charge for the next person.
Celoxis does solid project execution, and its portfolio depth is real at the Business and Enterprise tiers. What comes with it is a licensing exercise: deciding who is a Standard user, who is a Team-Member, who only needs Timesheet, and who can live on a free read-only seat — then revisiting that every time someone’s role changes. The Switch isn’t a leap — it’s a handover. During your Deferred Billing period you run PPM Express and Celoxis side by side at no extra cost, move portfolios over at your own pace, and retire Celoxis when your contract ends — at any point within 12 months of signing.
And to be clear about what the parallel period is: a handover, not a permanent operating model. PPM Express doesn’t maintain a native Celoxis connector, so running both forever would mean maintaining portfolio data in two places by hand. When the transition ends, PPM Express becomes the system of record and Celoxis is retired.
These terms are identical for every qualified customer. Your procurement team can verify that no one got a better deal — because no one did. Try asking that of a quote-only vendor.

That is still 3.5× our flat price, and it comes with an ongoing classification exercise — every role change is a licensing decision. Portfolios, projects, tasks, dates, assignments, resources, custom fields and financial structure. At $10 a user, Core is a Gantt and reporting tool — no resource planning, no risk or intake management, no costing, no billing, and timesheets are a paid add-on. If that covers you, it is genuinely good value and you probably aren’t shopping for portfolio software. That’s not a configuration we sell. PPM Express has native connectors for Jira, Azure DevOps, Planner, Project, Smartsheet, and monday.com — Celoxis isn’t one of them, so a permanent two-system setup would mean maintaining portfolio data in both by hand.
