ServiceNow SPM is strong, and most of that strength comes from the platform underneath it: one identity model, one workflow engine, one data layer shared with ITSM, CMDB and enterprise architecture. For an organisation already standardised on ServiceNow, that is close to decisive. For one that is not, adopting SPM means adopting the platform, its licensing model and its administration overhead. SPM's real advantage is what it can see: CMDB, service data, enterprise architecture, incident and change history, all under one identity model. If your estate is already ServiceNow, no standalone PPM tool can match that context.
ServiceNow economics turn on user types and fulfiller counts, and are always quoted. PPM Express is $24,000 a year regardless of how many people log in. For broad portfolio visibility that gap widens with every viewer you add.
Running SPM means running ServiceNow: instances, upgrades, platform governance, an admin team. That is already paid for if the platform is in place, and it is a substantial new cost if it is not.
